ckknight just hasn't had time for 3.0 builds of FuBar or Cartographer. I know Cartographer is not supported any more, you have to put in tickets for the still experimental Cartographer 3.0. The Rock libraries (that are used by all those mods) are also now unsupported and some of them are broken.

So it's mostly just preventative so when something really does crash and burn badly, it's not an issue when it isn't quickly updated or updated at all?

I don't think you're right. Rock is still in development as I've heard, as it is successor to the Ace2, while Ace3 is a whole different beast.

No, Rock is ckknight's personal successor to Ace2 and has many common elements with Ace3. Rock has major issues post Patch 3.0.2, Lib-Rock-Config especially. As ckknight wants to fix it all, stuff like this will continue: http://forums.wowace.com/showthread.php?t=14593

Ace3 is not so vulnerable as it is the product of a dev team, not just one person.

There was some big hooplah in the Ace community when the Rock thing started, wasn't there?

There was, but that died down pretty quickly when a common framework was developed for libraries so they work with any framework (LibStub).
